Central Karoo ABP

Central Karoo area based plan Phuhlisani was appointed by the Department of Land Affairs in 2007 to prepare an area based land reform plan for the Central Karoo district municipality. According to the Area Based Planning Guide for Implementers the objectives of ABP are: to improve the alignment and sustainability of the land reform projects; to promote sector alignment: agriculture, LED, Integrated Sustainable Human Settlements, tenure security / upgrade linked to the provision of basic services; to promote the objectives of intergovernmental relations with municipalities and sector departments; to empower communities to participate actively in project formulation and implementation of land reform projects. Area based planning aims to ensure that land acquisition and development happens in ways which best complements existing plans such as municipal IDPs, Provincial Growth and Development Strategies and Spatial Development Frameworks. An ABP results in a land reform sector plan within the Municipal IDP. The key outputs include: a situational analysis identifying the possible thrust of land and agrarian reform in the district; an area based land reform framework a district land reform project list; an approved District Land Reform Plan. Phuhlisani has completed a detailed situational analysis of land reform in the central Karoo. The ABP sets out proposals for the management of municipal commonage. It quantifies land needs and details the proposed acquisition of land via the proactive land acquisition strategy. It sets out institutional options to improve the provision of settlement and implementation support. Currently the draft plan is being discussed by the district and local municipalities together with the provincial department of agriculture, local farmers and associations representing those with land needs. Once finalised a copy will be made available in the resources section on the site.
