Learning from De Doorns

Phuhlisani has been appointed by the Cape Winelands District Municipality to bring different stakeholders together to negotiate a Memorandum of Agreement. This will set out roles and responsibilities of local municipalities, the CWDM  and other State and non state actors in order to prevent and manage the risk of conflict between South Africans and foreign nationals in the District. It will put in place clear processes to manage conflict situations and social displacement where these occur and will enable us to learn from experiences in De Doorns and other centres in recent months.


 Initial workshops will be held on the following dates to which a wide range of roleplayers have been invited to attend.

Councillors, officials and representatives of key provincial and national government departments together with a wide range of civil society roleplayers have been invited. Phuhlisani will also be holding one on one meetings with selected organisations in the coming weeks.


The challenge is how to prevent and monitor conflict risk and respond quickly and effectively according to agreed procedures to threats of conflict and conflict events. This requires excellent communications, clarity about roles and relationships which is set out in a MOA between the different parties.
