Phuhlisani's submission on the Green Paper places on record our concern at the lack of action by the DLA and the DRDLR to internalise and act on the findings of the many reviews and strategies commissioned over the life of the land reform programme. This is reflected in the lack of substantive content in the Green Paper and the unhelpful closed door process which preceded its release.
